Site Grading Requirements in Reno and Washoe County

Grading is where a site’s real costs surface. A layout that looks efficient in plan can turn out to require substantial import, an expensive retaining strategy, or a detention facility that consumes developable area. Getting grading right early — before the site plan is fixed — is one of the highest-leverage things a development team can do.

This guide covers the grading and drainage framework that applies in the Truckee Meadows: what triggers a permit, which standards govern the design, what stormwater permitting is required, and which site conditions most often drive cost.

When you need a grading permit

The threshold depends on which jurisdiction has authority over your parcel, and the two main ones differ meaningfully.

City of Reno. A grading permit is required for projects disturbing 20,000 square feet or greater.

Washoe County. A grading permit is required for projects involving more than 50 cubic yards of soil disturbance, or affecting more than 10,000 square feet of land.

That difference matters. The County threshold is lower on both measures, and the 50-cubic-yard trigger in particular is small — a modest driveway cut or building pad can exceed it. Projects near a jurisdictional boundary, or in areas subject to annexation, deserve an explicit confirmation of which agency reviews the work rather than an assumption.

The standards your plans are reviewed against

Truckee Meadows Regional Drainage Manual. Adopted in 2009 and accompanied by an errata, this manual is used jointly by the City of Reno, the City of Sparks, and Washoe County to keep hydrologic analysis, drainage planning, and flood control design consistent across the region. It provides the technical basis for the drainage and flood control components of regional planning, and it is the document your drainage report will be measured against.

The regional adoption is genuinely useful: a drainage approach that satisfies one Truckee Meadows jurisdiction is generally recognizable to the others, which is not true everywhere in Nevada.

City of Reno Public Works Design Manual. Reno maintains its own design manual covering public improvement and construction standards. Where it and the regional drainage manual both speak to an issue, confirm which governs for your specific submittal.

Geotechnical investigation. Northern Nevada’s soils vary sharply over short distances — alluvial fan deposits, shallow bedrock, expansive clays, and locally high groundwater all appear across the Truckee Meadows. A geotechnical report establishes bearing capacity, compaction requirements, cut and fill slope ratios, and pavement sections, and its recommendations flow directly into the grading design. Commissioning it early rather than late is almost always cheaper, because its findings can change the layout.

Stormwater permitting: the NDEP Construction General Permit

Separate from local grading review, projects that disturb land at scale require state stormwater authorization.

If your project disturbs one acre or more, you need coverage under Nevada’s Construction General Permit (NVR100000), administered by the Nevada Division of Environmental Protection. Disturbance counts broadly — grading, trenching, demolition, and clearing trees all contribute.

The sequence matters: a Stormwater Pollution Prevention Plan (SWPPP) must be developed before you apply for permit coverage. You then submit a Notice of Intent to NDEP, along with proof of fee payment or a letter of authorization. By submitting, you are acknowledging that you understand the General Permit’s requirements and will implement a site-specific SWPPP.

Two exceptions catch smaller projects:

  • Projects disturbing less than one acre still require coverage if they are part of a larger common plan of development or sale that will ultimately disturb an acre or more. Phased developments and multi-lot subdivisions routinely fall into this category even when an individual phase is small.
  • NDEP may require coverage if it determines the project will impact receiving waters or their tributaries within a quarter-mile radius.

Local jurisdictions typically want to see evidence of NDEP coverage as part of their own grading permit process, so treat the state and local tracks as parallel rather than sequential.

What actually drives grading cost

Five site conditions account for most of the variance we see between an efficient grading plan and an expensive one.

Earthwork balance. Moving dirt within a site is comparatively cheap. Moving it to or from a site is not. A balanced grading plan — where cut roughly equals fill — avoids paying for import or export, and on larger sites the difference can be one of the biggest single line items in the budget. Balance is achievable when grading is designed alongside the layout, and much harder to retrofit afterward.

Detention and water quality facilities. Regional drainage standards commonly require managing post-development flows, and the facilities that do it occupy real area. Detention that is designed after the site plan is fixed tends to end up in leftover corners, where it is both less effective and more expensive. Designed concurrently, it can often be integrated into landscape areas or parking islands.

Slopes and retaining. Steeper terrain means either more earthwork or more retaining structure, and retaining walls scale in cost quickly with height. Structural walls also introduce their own review requirements. Where terrain allows, working with the existing grade beats engineering around it.

Accessibility compliance. ADA route slopes, parking stall and aisle cross-slopes, and accessible entrance connections all constrain the grading surface, and they are unforgiving. Accessible parking areas in particular have tight cross-slope limits that are far easier to design for than to correct in the field. This is a common source of construction-phase rework.

Existing utilities and easements. Utilities, easements, and existing drainage courses constrain where you can cut, fill, and build. Identifying them before the layout is set avoids the worst kind of late redesign.

A practical sequence

For most Truckee Meadows sites, this order avoids the expensive rework:

  1. Survey and geotechnical investigation first. Design against measured conditions, not assumed ones.
  2. Confirm jurisdiction and applicable thresholds before assuming any work is exempt.
  3. Establish drainage obligations early, and size detention before the layout is fixed.
  4. Develop grading and site layout together, iterating toward earthwork balance.
  5. Determine NDEP applicability and start the SWPPP in time to have it complete before the permit application.
  6. Coordinate erosion control with the construction schedule, since seasonal conditions affect what is practical.

Grading is unglamorous work, and it is also where site budgets are won or lost. The plans that get approved quickly and build cleanly are the ones that started with real information about the ground.
